Wolfgang Abendroth – 2 – Wikipedia

In 2017 approximately 100,000 pages of documents were leaked to the Süddeutsche Zeitung (SZ) with information related to the activities of Reinhard Gehlen (1902-1979), the post-World War II former head of the German Federal Intelligence Service (BND) and the CIA-affiliated anti-Communist Gehlen Organisation (1946–56). According to the leaked documents Reinhard Gehlen, who was also a prominent Nazi before the war, authorized the conduct of physical surveillance of Prof. Wolfgang Abendroth: “[t]he archive material includes a carefully composed dossier on the lawyer and political scientist Wolfgang Abendroth, who was banned from working as a legal trainee in 1933 due to his socialist leanings. A few years later, Abendroth was sent into a punishment battalion of the Wehrmacht active in the war in Greece.

Following his career as a prominent law professor under the Nazis, Hallstein became the key architect of the unelected European Commission and, for ten years, its first President. His book, entitled ‘Europe in the Making’, describes how the European Community’s machinery was developed in such a way that “the Commission is entrusted with what virtually amounts to a monopoly in taking the initiative in all matters affecting the Community.” Moreover, giving a prophetic hint of what the Lisbon Treaty would effectively be intended to accomplish almost forty years later, he specifically states that the few exceptions to this rule “ought to be removed at the earliest opportunity,” and that “the Commission should eventually be empowered to take all measures necessary for the implementation of the Treaty on its own authority, without having to rely on special and specific approval by the Council of Ministers.”

Walter Hallstein – Wikipedia

Against the background of the Second World War, a conflict that had caused massive destruction and left the continent split in two by the Iron Curtain, there were calls for increased co-operation in Europe. The French foreign minister, Robert Schuman, put forward a plan, originating from Jean Monnet, for a European Coal and Steel Community that would unify control of German and French coal and steel production, and talks were started with this aim.[22] Germany had still not regained its sovereignty following defeat in World War II, and was represented internationally by the Allied High Commission.[23] There was no German foreign office and, for a time, foreign affairs were dealt with by the Chancellery.[24]

Konrad Adenauer, the German Chancellor, called Hallstein to Bonn, at the suggestion of Wilhelm Röpke,[25] and in June 1950 he appointed him to head the German delegation at the Schuman Plan negotiations in Paris,[10] which were to lead to the formation of the European Coal and Steel Community.[19] Jean Monnet, the leader of the French delegation, and Hallstein drew up the Schuman Plan, which was the basis for the European Coal and Steel Community (ECSC), established by the Treaty of Paris in 1951.[26] The ECSC was to develop into the European Economic Community, and later the European Union. In August 1950, to general surprise, Hallstein was made head of the Office of Foreign Affairs (Dienststelle für auswärtige Angelegenheiten) at the Federal Chancellery (Kanzleramt).[27] At this time, little was known about Hallstein, except that he had not been a member of the Nazi Party and that he was on good terms with US officials

Τρίτο βήμα θα ήταν ότι η ΕΚΤ θα απαγόρευε σε προμηθευτές να στέλνουν στην Ελλάδα τα απαραίτητα υλικά για την παραγωγή ευρώ. Τέταρτο βήμα θα ήταν αυτή η ειδική ομάδα να εντοπίσει και να διασφαλίσει ότι τα υλικά που χρησιμοποιούνται για την παραγωγή χαρτονομισμάτων (χαρτί, μελάνι, πλάκες και φιλμ) «θα καταστρέφονταν αμέσως», ενώ τα εναπομείναντα ευρώ θα επέστρεφαν στις υπόλοιπες χώρες της Ευρωζώνης. «Δεν μπορεί να αποκλειστεί το ενδεχόμενο ότι η Τράπεζα της Ελλάδος θα μπορούσε να αρνηθεί την πρόσβαση [της ομάδας της ΕΚΤ] ή στη χειρότερη περίπτωση να χρησιμοποιήσει τα περισσευούμενα ευρώ για πληρωμές.

All services and government procurement should be opened to international competition. While these thinktanks acknowledge that opening up the NHS might be too controversial, they think it a good idea. And protections designed to avoid workers being exploited or undercut by cheap migrant labour, which, for example, limit the number of hours people can be asked to work, or require parity of pay with local workers for those posted abroad, should be removed, says Plan A+. The same goes for environmental protections, food standards and the precautionary principle that the EU favours when assessing risk.

The US sees many of these rules as protectionist, Plan A+ explains. It says that in order to persuade the US to make concessions that would allow the UK’s services sector greater access to its markets, Britain will have to make concessions on standards the Americans find irksome, especially in food, agriculture and other goods. The things the US complains about and wants conceded include limits on pesticide residues and hormone-disrupting chemicals in food, nutritional labelling, the use of genetically modified organisms, the export of animal byproducts including some specified risk material for BSE, food additives such as flavourings that the EU has banned because of concerns over safety, hygiene rules including chlorine treatments on poultry and other meats, and animal-rearing standards such as the use of growth-promoting chemicals in pork and hormones in beef production.

Σύμφωνα με τα νέα στοιχεία της έρευνας, τουλάχιστον ακόμη δέκα χώρες εκτός από τη Γερμανία (Γαλλία, Βέλγιο, Ισπανία, Ελβετία, Δανία, Αυστρία, Φιλανδία, Νορβηγία, Ιταλία, Ολλανδία) επηρεάζονται από τις ίδιες πρακτικές φορολογικής απάτης, ενώ η ζημιά στα κρατικά ταμεία υπολογίζεται στα 55,2 δισεκατομμύρια ευρώ.

Η τράπεζα Santander είναι ο μεγαλύτερος πιστωτής που εμπλέκεται στο σκάνδαλο και όπως προκύπτει από εμπιστευτικά έγγραφα που έχουν στη διάθεσή τους τα εν λόγω ΜΜΕ, οι εισαγγελείς της Κολονίας ερευνούν από τον περασμένο Ιούνιο τον ρόλο της τράπεζας και έχουν διαπιστώσει ήδη ότι εμπλέκεται στην υπόθεση. Σύμφωνα με επιστολή της Εισαγγελίας στους δικηγόρους της Santander, υπάρχουν υποψίες ότι η τράπεζα «σχεδίασε και εκτέλεσε συναλλαγές, οι οποίες διευκόλυναν σοβαρή φοροδιαφυγή» από το 2007 έως και το 2011.

Remember that ‘learning from Germany’ has been a topic of British political-economic discourse since the nineteenth century – think, for example, of vocational training or industrial trade unionism. But Britain had been on a different path for a long time, and beginning in the 1980s was much more than Germany receptive to the lures of ‘financialisation’. I seem to remember that it was Robert Putnam who, when asked how one could build the same kind of manufacturing communities that had in their time made Northern Italy so competitive, suggested that one should try to ‘get a different history’. I do not want to be overly fatalistic. But I am convinced that competitive advantage in global capitalism, and in particular the capacity of a national economy to carve out for itself a niche of more or less durable prosperity in the world economy, are of very long making.

Against Supranationalism: A Defence of National Sovereignty and Brexit

As the academic and author John Laughland recounts in his enlightening 1997 book, The Tainted Source: The Undemocratic Origins of the European Idea, the standard view of the Nazis as hysterical nationalists that exalted the nation-state is grossly mistaken. ‘[F]ar from exalting the nation-state, fascists generally hated it’, Laughland writes. ‘[T]he rejection of the sovereign nation-state as a viable political and economic entity on its own was explicit in Nazi and fascist thought’.[5] Even more interesting (and unsettling) is the fact that they rejected national sovereignty for the very same reasons that contemporary thinkers and commentators reject national sovereignty – for being ‘out of date’. Much like contemporary supranationalists, fascists were obsessed with modern technology and economic interdependence:

One of the main reasons why fascists were convinced that the nation-state was at an end was because of technological development. They felt that notions of national sovereignty were simply anachronistic in a modern world with an interdependent economy, international transport, and electronic telecommunications.[6]

Camillo Pellizzi, a leading fascist intellectual of the time, for instance, argued: ‘No single European nation can hope even now, still less in the future, to compete in military, economic or cultural matters with the great forces that are coming to birth or are already in being outside Europe’.[7] For this reason, the Nazis believed that ‘the development towards larger units’ was economically inevitable.[8] To that end, they proposed the creation of a new European economic order to do away with ‘the economic Balkanisation of Europe’.[9] Here the similarities between Nazi thought and the pro-Europeanism of our own day are the most striking. In 1940, Hermann Göring, president of the Reichstag, laid out a detailed plan for ‘the large-scale economic unification of Europe’.[10] This included the creation of a customs union, a single European market, a European clearing system and the establishment of fixed exchange rates between countries, ‘looking towards a European currency union’.[11] But Nazi plans for European integration were as political as they were economic. As Heinrich Hunke, president of the Berlin Union of Businessmen and Industrialists, said: ‘The necessity of a political order for the economic co-operation of peoples is recognised’.[12] The ultimate aim, according to Hunke, was the establishment of ‘political union in Europe’.[13]

Yet up until now it seems that the ESM has followed its Managing Director Klaus Regling’s personal stance on transparency, expressed at a conference on the IMF over a decade ago: “there is a trade-off between transparency and efficiency[…] In an emergency, the fund has to be able to act quickly even if that reduced the understanding of outsiders.” The ESM seems to suffer from a permanent state of emergency, as the complete lack of transparency is ongoing.

To put the success into perspective, MacLean points to the fact that Henry Manne, whom Buchanan was instrumental in hiring, created legal programs for law professors and federal judges which could boast that by 1990 two of every five sitting federal judges had participated. “40 percent of the U.S. federal judiciary,” writes MacLean, “had been treated to a Koch-backed curriculum.”

MacLean illustrates that in South America, Buchanan was able to first truly set his ideas in motion by helping a bare-knuckles dictatorship ensure the permanence of much of the radical transformation it inflicted on a country that had been a beacon of social progress. The historian emphasizes that Buchanan’s role in the disastrous Pinochet government of Chile has been underestimated partly because unlike Milton Friedman, who advertised his activities, Buchanan had the shrewdness to keep his involvement quiet. With his guidance, the military junta deployed public choice economics in the creation of a new constitution, which required balanced budgets and thereby prevented the government from spending to meet public needs.
